It was originally settled in the early 1800s by pioneers, including Major Moses Kilbourn, who is credited with naming the village after Commodore Oliver Hazard Perry, a hero of the War of 1812. The village played an important role in the Underground Railroad, which was a network of secret routes and safe houses used by slaves in the United States to escape to freedom in the 19th century. Perrysville was a stop on the Underground Railroad, and many slaves passed through the village on their way to Canada. Some of the houses in the village were used as safe houses for slaves, including the historic Kilbourn House, which is now a museum.
