Due to its geographical location, Puglia is destined to play a decisive role in the relations between the Mediterranean and the rest of Europe. This particular position is testified by the growing flow of commercial exchange, by migratory processes, and by the intensification of cooperation agreements between Puglia and other economic areas of the Mediterranean.

Likewise, the process of economic and monetary integration underway at European level determines a reference framework for the Puglia system that is more oriented towards quality competition and less suitable for cost competition, with particularly significant consequences on the entire economic and local production. In this context, the competition between territorial areas will be increasingly influenced by the ability to innovate, that is, to constantly change products, markets, technologies and organization.

The Next CSF, in all likelihood, due to both the enlargement to Eastern European countries and the level of per capita income reached, will be the last that will see the region placed among the delayed development areas. The exit from the areas belonging to objective 1 will lead to the absence or a drastic reduction not only of substantial investment flows, but above all of the most important financial resources available for the promotion of local development policies.

Hence the need to use the next CSF 2000-2006 to consolidate the current dynamics of development in the light of the profound changes deriving from the processes of integration and increasing globalization, as well as to remove the structural obstacles which in recent years have limited the growth prospects for the Puglia system as a whole.



The interventions of the next CSF must at the same time be marked by the pursuit of general macro objectives which, already outlined as priorities by the community guidelines, specifically concern the current regional development model that the analysis of the territorial context itself contributes to putting into practice.

A decisive effort of regional planning must be directed towards raising the quality of life of citizens. Our region has wide margins for improvement in the enhancement of the environmental resource, as well as in the opportunities offered by a system of civil coexistence more marked by cohesion, equal opportunities, solidarity towards the weaker sections of the citizenry, and safety. A region that chooses the path of sustainable development and offers a cohesive and supportive civil context can boast the best possible competitive advantages on the path of intensifying the exchange of capital, people, goods and knowledge.

Great potential also emerges in terms of improving the competitiveness of the production system and expanding job opportunities. In this regard, it is necessary to privilege a socio-economic development capable not only of respecting the widely consolidated territorial vocations but also of favoring integrated growth processes of the sectors and production chains, as well as to promote the birth and development of new activities to high intensity of knowledge and innovation that are capable of diversifying products and expanding markets and thereby creating new jobs.

Puglia is a "system of systems" which still show a high disparity in the degree of socio-economic development and an increase, in recent years, of internal gaps. These disparities can be found both between provinces and between internal and coastal areas, between urban agglomerations of different sizes, between rural areas and urban areas, between production systems with different sectorial and structural characteristics. It is therefore necessary to plan a use of resources capable, on the one hand, of assuming the different vocations of the regional territory as a factor of growth and enhancement and, on the other, of achieving a greater level of convergence within the same region and of promoting socio-economic cohesion between territorial sub-systems.

In order to enhance the strengths of the system and limit the impact of the weaknesses, consistently with European guidelines, these general choices can be articulated, to facilitate the verification of needs and objectives, in priority axes of intervention:

Enhancement of environmental and natural resources; the territory is a resource whose protection and enhancement can allow in Puglia both to improve the quality of life of citizens and to ensure eco-sustainable development for future generations. Intervening on the environmental resource also means improving the attractiveness of the territory, increasing employment opportunities and enhancing internal areas.

Development of human and cultural resources; the cultural and civil growth of the regional community is strictly connected to the ability to organize spaces and cultural assets that are actually usable both by its citizens and by external visitors. Raising the quality level of human resources and cultural contexts in the region, investing in culture, training and information also means increasing the quality of collective living and arousing responses to the needs of citizens (and related employment opportunities) which are not yet given a satisfactory offer in the region.

Improvement of the quality of cities, local institutions and associated life; the cities of Puglia have a fundamental role in improving the competitiveness of the production system and for the quality of life and civil coexistence. They are centers of commerce, communication, creativity, innovation and cultural production and enjoyment. It is therefore important to insert urban development within an integrated regional approach and to encourage better urban and local management by the territorial institutions. A regional policy of urban development can also favor a rebalancing of the supply of superior services between minor centers and major urban areas, as well as a more widespread diffusion of modern infrastructural networks.

Development of local production systems; Puglia is characterized by an accentuated articulation of its productive and territorial structure. It is possible to identify both areas in which industrial specialization prevails (small and medium-sized enterprises, with a prevalent presence of large enterprises, in the sectors of light industry, mechanical industry, etc.), and areas of agricultural and agro-industrial sectors, as well as areas with a strong tourist vocation. The consolidation and development intervention of these systems can allow regional development policies to achieve a higher degree of integration, to be better targeted and to have a higher rate of effectiveness. At the local system level it is also possible to select and define the priorities of infrastructural, training and innovative interventions, as well as to enhance the same experiences of negotiated planning by seeking forms of connection with the objectives of the regional development program.

Physical and immaterial connection with other areas; the thickening of regional physical and intangible networks is an indispensable objective for Puglia, at least on three levels: in relations with the South-East of the Mediterranean, towards the rest of Europe, within the regional system. Promoting the circulation of goods, people, knowledge, technologies and information is of crucial importance for the set of objectives so far outlined: it improves the quality of life of citizens because it expands their ability to know and compare experiences, ideas and lifestyles , reduces territorial disparities, improves the competitiveness of production systems and increases employment opportunities.
