Duluthians love to read, and the Duluth Public Library has been an integral part of our community since 1890. The Main Library, located downtown, is one of the busiest public library buildings in Minnesota. Large, up-to-date collections of fiction, non-fiction, reference and media materials meet recreational and information needs of all ages. The Library's services and programs include Internet access for adults and children, a Special Needs Center, traveling exhibits, a popular lecture series, concerts, storytimes and programs for children of all ages. The new catalog system allows people to look up library materials from their home computers, and the Library's website provides subject lists of recommended Internet sites, as well as information about programs and services.

The Parks and Recreation Department provides year-round recreation and social opportunities on a city-wide basis for persons of all ages. We have something for virtually every age group, including: Youth - Supervised recreation activities at numerous recreation centers citywide, ice skating facilities during winter and special field trips. Adults - Athletic leagues for softball, basketball, no-check ice hockey, volleyball, touch football, broomball and bocce. Seniors - Recreation and dining program, annual Northland Senior Games and a variety of special events. The City owns and maintains 11,000 acres including the following special areas:

125 municipal parks, playgrounds and public places. 22 neighborhood recreational centers and 11 senior centers. Two 27-hole golf courses, eight self-guided hiking trails, 44 kilometers of groomed cross-country ski trails, 45 miles of snowmobile trails, Lake Superior Zoo, Wade Municipal Stadium, swimming beach and indoor swimming pool, nearly four miles of the Duluth Lakewalk, public gardens, seasonal campground, numerous facilities throughout the city for softball, tennis, soccer, baseball, basketball, horseshoes, hockey and bocc.



The Department of Planning and Development is responsible for overseeing Duluth's growth in a variety of areas, from the physical to the growth of its people. The Department is divided into four Divisions - Planning, Community Development and Housing, Urban Development, and Job Training Programs. The Planning Division is responsible for determining how land in the City is to be used. The Planning Division interprets City zoning regulations and works in the area of historic preservation. The Division also works with the State of Minnesota to obtain funding for special projects such as Lake Superior Zoo, new bike trails, boat landings, historical studies, a citywide parks and recreation plan and the like.

The Community Development and Housing Division identifies and addresses housing, economic and social needs in the City. The Division is responsible for day-to-day administration of federal, state and local grant funds including the Community Development Block Grants (CDBG) program, the HOME Investment Partnership Program, the Emergency Shelter Grant Program, and the local Neighborhood Matching Grants Fund. Applications may be made by neighborhood groups, community organizations and non-profit agencies to be used in projects such as housing rehabilitation, start-up loans for small businesses, homeless shelters, park improvements, upgraded streets and utilities and others. The Division is committed to seeking maximum public input in determining how funds are to be used.

The Job Training Programs Division operates employment programs for economically disadvantaged Duluth citizens, helping them move into self-sufficiency through information, resources and support. The Division works with the Duluth Workforce Council and the Mayor's office in planning and oversight, and also maintains partnerships with the Duluth Job Service and Independent School District 709, St. Louis County Social Services, and is a partner in the Duluth Workforce Center.

The City's new Department of Public Works and Utilities represents a consolidation of two older departments: The Public Works Department and Duluth Water and Gas. The Public Works and Utilities Director's Office provides overall management leadership for the department including personnel administration, budget development, organizational development and strategic planning. The Department of Public Works and Utilities is divided into two branches: The Public Works Division and the Utilities Division.

The Public Works Division is responsible for the design, construction, management, maintenance and operation of the physical properties and infrastructure of the City. This Division has several key subgroups, including Street and Park Maintenance, Engineering, Property Management, the City Architect's office and the Aerial Lift Bridge Operational group. The Street and Park Maintenance Division oversees the City's maintenance program, including snow removal, street cleaning, street repairs and the maintenance of parks. The division also administers tree management programs and handles park beautification, flower planting and landscaping, in many of Duluth's 125 parks, including the Lakewalk.

The Engineering Division prepares reports, plans and specifications for street and sewer construction while overseeing work through inspection services. It also makes recommendations for municipal improvements including residential streets and sidewalks, sanitary sewers, street lighting, alleys, storm sewers and drainage courses. Traffic Operations is a subgroup of the Engineering Division, and is responsible for all traffic control devices throughout the city, including all signs, signals and pavement markings. Traffic Operations also maintains 1,625 parking meters in the city, maintains all decorative street lights and oversees the street lighting leased from Minnesota Power.

Property Management is responsible for the maintenance, repair and remodeling of City buildings. This Division also acquires and disposes of real estate on behalf of the City. It administers and maintains the entire Skywalk system, City parking ramps and lots, and maintains the park and trail lighting systems.

The City Architect's office provides all architectural services for the City of Duluth. It manages and is responsible for technical phases of capital improvement projects from conceptual design through completion of construction; and also coordinates and evaluates City projects performed by local architectural firms among other responsibilities. In addition, the Aerial Lift Bridge and Minnesota Slip Pedestrian Drawbridge are directly administered through the Public Works Division. The Utilities Division supplies and maintains the City's water and gas delivery systems as well as the City's sewer system.

The Utilities Division is also divided into key units including the Office Division, Service Division, Distribution Division, Engineering Division,Water Division, Gas Division, Sewer Operations and the Safety & Training Office. The Office Division processes applications for water, gas and sewer service. It sends bills and collects monies due for water, gas, sewer and appliance services provided to customers. It also administers the City's Home Energy Loan Program. The Service Division handles approximately 60,000 calls per year for service. It repairs customers' gas appliances, maintains gas metering equipment and pressure regulators, and reads meters monthly. The Service Division provides 24-hour, 365-day emergency response service to repair gas appliances and investigate reported gas leaks, repairing them in customers' homes. The Distribution Division maintains and repairs all water and gas mains, street services, valves, hydrants and regulators in the City's utility system. This division also provides 24-hour, 365-day emergency response to investigate reports of leaks, and to repair the water and gas system.

The Engineering Division plans, designs and coordinates expansions, replacements and modifications to the City's water and gas systems. It processes applications for numerous utility-related services. The Water Division ensures a safe, reliable and economical supply of water to the City of Duluth. Water is sold to just over 27,000 homes and businesses. The Division produces approximately 7.6 billion gallons of water per year, averaging 20.8 million gallons per day. The Gas Division ensures safe, economical and reliable gas service to the City of Duluth. This division purchases natural gas on the worldwide market and sells it to over 23,000 home and business customers in the City. Duluth consumes over 6 billion cubic feet of gas per year, with 40 million cubic feet the maximum usage on a cold winter day.

Sewer Operations is responsible for the construction, maintenance and operation of the sanitary sewer collection facilities. The Division routinely inspects and maintains approximately 400 miles of sanitary sewer line and operates 43 sewage pump stations. The wastewater that flows through the city sanitary sewers is treated by the Western Lake Superior Sanitary District. The Sewer Operations Division also maintains 185 miles of the City's storm sewer system. A new Storm Water Management Utility has been approved by the Duluth City Council. The Safety and Training Office plans, organizes, coordinates and conducts training programs, directs the department's industrial education program, and monitors the Department's compliance with safety and regulatory guidelines.
